Structural steel coatings have long proven their cost effectiveness in preventing corrosion of our nation's steel bridge infrastructure. As technology develops in both structural steel (high performance steel) and coatings systems, their superior performance must be better understood.
In the early 1990s, the New England states formed an ad hoc committee dubbed NEPCOAT (North Eastern Protective Coatings Committee). NEPCOAT was instrumental in establishing regional and national standards for the bridge coatings industry. Through the AASHTO Subcommittee on Materials, standards were adopted for materials testing of bridge coatings on bare steel.
For purposes of this NTPEP evaluation AASHTO has contracted a private testing laboratory for all physical testing.
AASHTO lead states and NTPEP Headquarters communicates with the private testing laboratory regarding their services for the NTPEP program. Manufacturers are allowed to be present during actual application of their coatings on control panels at the private laboratory. After that event, for purposes of their NTPEP evaluation, communication is handled through NTPEP Headquarters.
FHWA's Office of Research and Technology has been very supportive of this AASHTO/NTPEP effort. Through the Bridge Coatings Technology Research program, federal funding has been provided for round robin testing. Also, monies are dedicated for correlation between lab testing and field exposure testing through NTPEP samples. This NTPEP Allied Research activity is ancillary to ongoing NTPEP evaluatons.
The NTPEP Project Panel responsible for authoring the Project Work Plan convenes yearly at the NTPEP National (Annual) Meeting. During this working meeting, the Project Work Plan is discussed; changes made, and shortly thereafter balloted for adoption. Improvements are immediately implemented in the next available testing cycle. When compared to other standards development exercises, the NTPEP process is agile, effective and efficient. -NTPEP-
Section 1: Structural Steel Coatings Technical Committee
The NTPEP Technical Committee is the working group charged with developing and maintaining the Project Work Plan for testing of a particular product, material or device. The Technical Committee convenes at least annually in conjunction with the NTPEP Annual Meeting. Technical Committee membership consists of AASHTO members and up to two Industry members assigned by the NTPEP Chairman.

NTPEP tests products according to a Project Work Plan, which describes the laboratory and/or field test protocols used to conduct the evaluation. The Project Work Plan is a consensus-based document, and includes peer review and input from industry experts. Each Project Work Plan is adopted after receiving at least two-thirds affirmative support from 52 AASHTO member states. The Project Work Plan is the basis for host states to conduct their testing and evaluation. When implemented by state DOTs, their own state standard specifications may supersede the NTPEP Project Work Plan. Industry is advised that state-level requirements may supersede basic NTPEP testing.
Project Work Plan for Laboratory and Field Evauation of Structural Steel Coating Systems
This NTPEP evaluation includes a series of laboratory tests specified in AASHTO R31 Materials Specification. R31 is updated by the AASHTO Subcommittee on Materials. AASHTO R31 includes many materials specifications and tests authored by ASTM and SSPC. Manufacturers and End Users are encouraged to become familiar with these materials test methods and specifications.
Early in development of their Project Work Plan, the NTPEP Technical Committee for structural steel coatings made a decision to utilize private testing services in lieu of State DOT forces. Through communication and collaboration over several Technical Committee meetings held in conjunction with the Annual NTPEP Meeting. A solicitation was made to the Industry, at large, to find testing facilities for hire. Through a selection process based on technical expertise, experience and previous working knowledge of State DOTs, a private testing facility has been selected to conduct testing under contract to AASHTO/NTPEP. For purposes of the current NTPEP-coordinated structural steel coatings testing program, the AASHTO-Select private testing lab is:
