Plastic pipe is intended for surface and subsurface drainage applications where soil provides suport to its flexible walls. Its major use is to collect or convey drainage water by open gravity flow, as culverts, storm drains, etc.
Currently, NTPEP is auditing HDPE (High Density Polyethylene) Thermoplastic Pipe manufacturerers, which includes split sample testing. Audit and test protocols are described in the "Project Work Plan." All audit requirements conform with the latest version of AASHTO Standard Specifications (M 252 and M 294).
The NTPEP Technical Committee responsible for authoring the Project Work Plan convenes yearly at the NTPEP National (Annual) Meeting. During this working meeting, the Project Work Plan is discussed, changes made, and shortly thereafter balloted for adoption. Improvements are immediately implemented in the next available audit tour. When compared to other standards development exercises, the NTPEP process is agile, effective and efficient. -NTPEP-
Section 1: HDPE Thermoplastic Pipe Technical Committee
The NTPEP Technical Committee is the working group charged with developing and maintaining the Project Work Plan for auditing and/or testing of a particular product, material or device. The Technical Committee convenes at least annually in conjunction with the NTPEP Annual Meeting. Technical Committee membership consists of AASHTO members; and up to two Industry members assigned by the NTPEP Chairman

Section 2: Project Work Plan
NTPEP tests products according to a Project Work Plan, which describes the laboratory and/or field test protocols used to conduct the evaluation. The Project Work Plan is a consensus-based document, and includes peer review and input from industry experts. Each Project Work Plan is adopted after receiving at least two-thirds affirmative support from 52 AASHTO member states. When implemented by state DOTs, their own state standard specifications may supersede the NTPEP Project Work Plan. Industry is advised to be aware of state-level requirements, which may supersede basic NTPEP testing.

Section 4: NAP Split Sample Test Facility
Currenly, the audit program utilizes two test facilities for the split sample testing. In the future, the program will re-evaluate this facility, and possibly add other qualified facilities.

Section 5: NTPEP Split Sample Reports for AASHTO M294 and M252
The NTPEP Audit Program for HDPE Thermoplastic pipe includes a split sample report of each product selected for third party testing during the onsite audit. DOT personel can log on to the NAP website (http://data.ntpep.org/nap) to view these reports.
To facilitate the use of NTPEP data, this report includes three columns. The first column indicates the test results from the plant (internal results).The second column displays results recieved from the third party laboratory. A third column indicates whether these test results from the first two columns are in agreement.
